FAT32, Wrong timestamp for "LastAccessed" (sometime even before file creation !)

    Description

      reactos-bootcd-0.4.15-dev-5137-g826bd41-x86-gcc-lin-dbg

      All "LastAccess" timestamp show 00:00:00 while date is valid in FAT32. Expected behavior : No time (just date)

      Below : newly created file in ReactOS on FAT32

      WinXPSP3 behaves differently

      Not displayed if FAT32:

      Displayed when available (NTFS)
