Quick Launch does not allow adding new items via Drag&Drop

Expected result
In MS Windows XPSP3 and 2k3sp2 you can drag some lnk-file (basically all files, also executable files, dlls, and so on)
to the QuicklaunchBar to add it there as a shortcut. To make that work you have to select an area somewhere in between two existing elements in the Quicklaunch bar.

Observed result
On ros 0.4.15-dev-5137-g826bd41 this is currently not possible.
The drag cursor does always show the forbidden logo.
