Quick Launch bar, we cannot drag a file ontop of an app within the QuickLaunch to make it run with it

Expected result
On 2k3sp2 you can drag a file on top of an app in the QuickLaunch-bar to run it with that application, even if it is not the default application.
That is quite handy, if you have 3 media players for example, and want to run an avi with a specific one

On ros currently drag and drop does always show the forbidden-logo. Nothing is logged then.
