SB16 isa pnp sound card not allocated all resources

    Description

      I'm testing the following build on real hardware:
      https://iso.reactos.org/livecd/reactos-livecd-0.4.15-dev-5271-g98b90e7-x86-gcc-lin-dbg.7z
      i've added the sb16 sound drivers and gameport driver from windows xp to the livecd.
      I have also tested the driver when installed from a ReactOS bootcd and the drivers still behave the same only one I/o port is being assigned to the driver.

      If I set BIOS to non pnp os mode all resources for the card are found but the driver fails to install.
      I have debug logs from both mode of operation. I have also verified that the sound card works in both modes in windows xp.
