Taskmgr not repaint properly

      reactos-bootcd-0.4.15-dev-5402-gf908d37-x86-gcc-lin-dbg

      Install Oracle R11.2 as in CORE-13679

      Launch TaskMgr during the installation process (high CPU load)

      Move TaskMgr, incorrect repaint (steady state)

      Log spammed with :

      (win32ss/user/ntuser/message.c:946) err: Message WM_PAINT count 1 Internal Paint Set? FALSE
