Add a real "Add variable" dialog for Environment Variables menu

I was working on an improvement of the French translation when I discovered that there is no "Add a variable" dialog in the Environment Variables menu.

This is not quite true, there is a "Edit variable" dialog box instead.

So this is a really minor improvement: add a real "Add Variable" dialog.

PS: Screenshot is French but this is the same in english.
