Explorer keyboard accelerators for the menubar do not work

      See the screenshot ros.png.
      None of the keyboard accelerators do have any effect currently.

      Neither Alt+D, nor Alt+B, ..., and so on

      Nothing is logged when keypressing any of those accelerators.

      0.4.15-dev-5664-g3bf4ef6 GCC8.4.0 RosBEWin2.2.1

      But The ancient 0.4.7-release-219-g2de43ea GCC4.7.2 RosBEWin2.1.6 was already affected the very same way. Which means this ticket is very likely no regression of the last 6years.
