      reactos-bootcd-0.4.15-dev-5900-g14cf589-x86-gcc-lin-dbg

      While investigating CORE-18274 :

      utilman.exe from ReactOS does not start in Win2K3 :

      • Process starts
      • Does not show GUI and stops itself immediately without any error message

      In Win11, it fails with :
