mspaint: The scrolled/zoomed canvas has defects in dragging a selection

Steps:

1. Start up our Paint program.
2. Open a large picture.
3. Scroll and zoom up the canvas.
4. Select a rectanglar area.
5. Drag the rectangular selection.
6. There is a positional glitch in dragging and moving the selection.
