Sync CRT with wine

Sync everything from CRT (+msvcrt_winetest) that is shared with wine.

This might also need to sync kernel32/lclocale.c / kernelbase/locale.c (see https://jira.reactos.org/browse/CORE-19128)

Stuff to sync:

Check the following for syncability:

• crt/process/process.c
• crt/signal/signal.c
• crt/stdio/file.c
• crt/stdlib/errno.c

After syncing up to latest, check for more wine crt files to import:

• ctype.c
• data.c
• dir.c
• exit.c
• handler4.c
• iob.c
• lock.c
• math.c
• mathf.c
• mbcs.c
• misc.c
• onexit.c
• scanf.c
• sincos.c
• thread.c
• time.c
