PDF creator 1.6.1 is not installing the printers.

Common install behavior: Install the printer driver and install the Printer.

Description of the bug:
In ReactOS, the setup tries to install the driver, but the system seems to not have it completely installed, as it can't add new printers. ReactOS lacks something in the Device Manager or system in general that manages that Printer manager and the spoolsv itself.

Note 1: The PDF Creator GUI is installed and our ROS allows us to access the interface. It won't allows us to install printers, because it will have an unhandled exception.

Note 2: It's possible to print the demo "Print test page" in PDFCreator, so... I guess it's workarounded to avoid the spoolsv.exe and the driver in general.
