Total Commander Does not Remember Resized Dimensions When Moved

Using ReactOS-bootcd-0.4.15-dev-6600-g6b69202, download Total Commander from Rapps. Open Total Commander by double-clicking its icon on the desktop. Now resize it using the grip on the bottom right corner so that it only takes up about one quarter of the screen. Now left click and hold on its title bar and try to move it just a small amount. It will immediately resize to its original large size. This is a regression. This video ReactOS-15-2246.webm shows it working correctly and this one ReactOS-15-6600-02.webm shows the problem. Debug logs are attached for both cases.
