Control Panel Drag & Drop to Desktop crashes explorer

    Description

      Open "My Computer" from the desktop by double-clicking on it.
      Now grab the "Control Panel" and drag it to the desktop and drop it there.
      This results in a message box and when "OK" is clicked explorer crashes.

      The attached patch fixes the problem for me. control-panel-copy-to-desktop-fix.patch
