[Comctl32, User32]: Vertical scrollbar handle unable to go to the bottom of large files

    Description

      reactos-bootcd-0.4.15-dev-6846-gb3c1f65-x86-gcc-lin-dbg

      • Open a large file in Notepad. In my case, full export from Registry (5,8 MB)
      • Progressively scroll vertically
      • Scrollbar is unable to go to the bottom
      • Wordpad works fine in this case
      • Wine is affected too: https://bugs.winehq.org/show_bug.cgi?id=56787
