[MSI] inkscape 0.92.3 installer does not start

reactos-bootcd-0.4.15-dev-7320-gf2d34ab-x86-gcc-lin-dbg

Trying to test CORE-11032 with a newer inkscape version : https://inkscape.org/gallery/item/12193/inkscape-0.92.3-x86.msi

Double click on the installer does nothing (NOTHING in log, no process started)

REGRESSION as claimed working by reactosfanboy in CORE-15151

using set DEBUGCHANNEL=+msiexec only logs :
