Add vim to rapps-db

As previously posted on Matrix:

I've made an attempt at add vim to rapps-db, and thus now have two questions:

1. Does it look reasonable?
2. Any chance of getting it merged, without signing up with Microsoft GitHub?

During the day we've learnt that the answer to the second question is no. We've also learnt that Jira is the preferred contribution method.

Clearly this is PR#221, and my legal name is in my reactos account user profile or trivially found on the landing page for netizen.se.

Are there any other hoops needed needed to jump through?
