[NETSHELL] Empty network properties can still happen

    Description

      The fix from CORE-18349 ( https://github.com/reactos/reactos/pull/5881 ) was not correct, or at least not sufficient.
      It is still possible to have the empty network properties.
      Just watch the following reproduction steps:

      0.4.15-dev-7598-geb55d98_emptyProps.log

      Expected result
      on XPSP3 the reproduction steps come to a good end when I do try to click the system tray icon. It doesn't allow me to open a 2nd dialog for that adapters status
