IME Hotkeys won't work correctly

    Description

      In Windows, the "IME hotkeys" are used to toggle the input method.

      In ReactOS with Japanese IME installed, Alt+VK_KANJI (or Alt+`) are not working yet on Japanese keyboard layout.

      It seems Alt key is not recognized by ImmProcessKey.
