Regression, opening a zip-file via ShellExecute() does no longer work

Given that you have a E:\avz4.46.zip then running the command

cmd /c start E:\avz4.46.zip

Expected result
0.4.10-release-228-g390041b was still capable to open the zip

Observed result
0.4.15-dev-7861-ga771729 cannot longer open the zip

This is also relevant for opening zips from rapps, I did use "DVD write now" here as a 2nd testcase, which ships a zip in rapps-db.

We do have a fix proposal in https://github.com/reactos/reactos/pull/6714

I nevertheless opened a JIRA-ticket for being able to bisect, and use JIRAs superior ticket linkage.
