ReactOS is trying to access to non-existing Reg Keys / Values / BUFTOOSMALL

Found by testing CORE-17686 and RegMon from this same ticket

• Start RegMon then "Ignore" ASSERT due to CORE-17686 until application starts
• several (every ~1sec) attempts to read non-existing keys & values
