Command Prompt right-clicking in the taskbar and moving mouse up menu hides "Close"

Tested on 0.4.15-dev-8039-g69ebfd6.

Steps to reproduce:

1) Open "Command Prompt" by double-clicking on desktop icon.
2) Right click on its taskbar panel which opens the pull-down menu.
3) Using the mouse move up the menu toward the "Close" selection.
4) When you hit the "Edit" selection, the pop-up menu for it hides the "Close" selection.
5) Normally, this pop-up menu would appear to the right of the working menu.

This is a regression because it did not happen in 0.4.15-dev-155-gcf9ba2b.
