Keyboard layout "customize" button cannot be clicked in ReactOS setup

    Description

      VM: VMWare 16 Pro
      OS Version : 0.4.15 8146 X86 Debug
      When i try to setup ReactOS i ended up this problem that keyboard layout customize button cannot be clicked (the rest of buttons works btw)
