Placing the taskbar at the side potentially frags the kbswitch.exe icon

Reproduction steps

• unfixate the taskbar
• move the taskbar to the desktops side

Expected result
icon of kbswitch.exe should be painted properly

Observed result
the icon for kbswitch.exe is painted wrong, and clicking it erroneously opens a different app (e.g. sndvol.exe or the energy-icon), also its tooltip is wrong

Note: If I enlarge the taskbar in x, so that it has more room, then the issue is gone (see the end of the video)

I am not sure, but I think it wasn't always behaving like that. It is possible that this worked correctly at some point in the past. Possible that this ticket is bisectable.
