Some bug in Rapps or some crypto-issue does prevent downloading "Scratch 1.4" from rapps

"Scratch 1.4" used to be downloadable via rapps in the past, but when I try it today, it fails while generating the following log

loaddlg.cpp:619: (base/applications/rapps/loaddlg.cpp:619) FormatMessageW unexpected failure (err 1813)

err:(win32ss/user/user32/windows/messagebox.c:1048) MessageBox: L"Paket konnte nicht geladen werden! Pr\00fcfen Sie Ihre Internetverbindung!"

The rapps-link does point towards https://download.scratch.mit.edu/ScratchInstaller1.4.exe
and has been changed the last time by https://github.com/reactos/rapps-db/commit/d2a7485ff9f73ad2f997139ea4c075cade0d597e

When I do download the Mypal27 browser and use that to download the application, that does work though, so the link is fine (I do have to confirm some "the-site-is-not-trustworthy"-crypto-bullshit-error beforehand though)
