desk.cpl exits slowly and spams on ros

0.4.15-4-g3780e42 GCC8.4.0dbg from carrier-releaser, RosBELin2.2.1

Run the bootcd.
Open desk.cpl
Define a desktop wallpaper, I selected "ReactOS_Mizu.jpg".

Now exit desk.cpl by pressing OK within the ."Background"-tab.
desk.cpl will take approximately 1second to close, which is annoying
while hanging for that second it logs:

(win32ss/user/ntuser/msgqueue.c:842) err: Remove Window Messages E1791358 From Sent Queue

Might be related to CORE-19727, but until I am sure about that, I will not resolve it as duplicate yet.
