[SHELL32] Folder Options -> FileTypes, Listview header columns should be resizeable

    Description

      tested ReactOS-0.4.15-4-x86.iso which behaves the same as current master head 0.4.16-dev-41-ge8c7597.

      The listviews header should be resizeable. This is important, because some 3rd-party-apps file-extensions are longer than the first column does allow to show. See screenshot:

      on ReactOS-0.4.15-4-x86.iso it is not resizeable
      but on MS XPSP3 folderproperties-dlg it is
