[RAPPS] doesn't respect the setting to not update DB at program start

Rapps has an option in its settings to not update the DB on application start, which I do consider a valueable thing to have for people that do not have an internet connection.

However, it doesn't work. Rapps doesn't seem to respect that setting. You have to acknowledge 2 boxes to finally access the app when having no internet connection (or when not wanting rapps to spam your HDD with the DB's text files).
