Regression: Custom written Coolbar will not display its toolbar icons

I wrote a VB6 application for testing of CORE-17902 for testing some toolbar icons.
This was written about 10-Dec-2021 and at the time of bootcd-0.4.15-dev-3474-g067c08c.
When tested at that time, it did not show its icons.

I found that it does show its icons in older builds and this is actually a regression.
