[SHELL32] File Types: Change default program does not work

    Description

      reactos-bootcd-0.4.16-dev-149-g5797340-x86-gcc-lin-dbg

      • Open Files Types
      • Create a new file type (6666666 here)
      • Set an icon
      • Default action to open notepad.exe
      • Click on "change program" and selecte "paint"
      • Notepad remains the default program
      • Expected result: paint becomes the default program
