Right-click in the Folders band selects and opens the folder

Tested build: reactos-livecd-0.4.16-dev-250-g3ecd236-x86-gcc-lin-dbg

Steps to reproduce:

• Start the Live CD, wait for explorer to load
• Right-click "My Computer", select "Explore"
• Right-click any item in the Folders band ("My Documents" for example)
• Expected: Context menu appears, the folder content view should not be changed
• Observed: Folder gets selected, its files being shown, then its context menu appears

Noticed the problem while analysing CORE-17299, which got hidden by this new behavior, introduced in 0.4.15-dev-8527-g7ede534.
