BSoD at logon screen when using specific languages as a non-unicode language

Steps to reproduce:

1- Open "Control Panel" - "Regional Settings"

2- Switch to the tab "Advanced"

3- Change the language to Arabic (Any) or Chinese (Singapore)

4- Restart the OS

5- You will get BSoD in the Normal mode and frozen logon screen in the debug mode

System version: reactos-bootcd-0.4.16-dev-340-g0540c21-x86-gcc-lin-dbg
Environment: QEMU emulator version 7.2.13 (Debian 1:7.2+dfsg-7+deb12u7) on Chromebook
