Auto Arrange always on

    Description

      I am running Reactos 0.4.14 in Virtualbox V4.1.16.  The desktop Auto Arrange is always on. I can turn it off, do a normal shut-down, restart and Auto Arrange is still always on.  This is very annoying.  Can it be fixed?
