[USETUP] HybridCD fails to install the bootsector in Setup option.

ReactOS version tested: ReactOS 0.4.16-x86-dev (Build 20250224-0.4.16-dev-765-ga236c39) (Commit a236c39ee547e7690dfd2f856b42986f50891f1a)
CD type: Hybrid, option Setup.

Description: Setup option from HybridCD regressed sometime ago, affecting the bootsector configuration. Maybe cause the refactor of USETUP and SETUP in general? Not 100% sure. Log in the HybdridCD-error.log
and the error:

(base/setup/lib/bootsup.c:901) SetupCopyFile() failed (Status 0xc0000034)

(base/setup/lib/bootsup.c:940) InstallBootloaderFiles() failed (Status c0000034)

(base/setup/lib/bootsup.c:1512) InstallVBRToPartition() failed (Status 0xc0000034) 

I think it's something only about the route it is pointing to, but not 100% sure. But it's a regression, I do remember that in the past hybridCD was able to setup ROS.
