Implement the StartAdapter trigger for WDDM

In Windows StartAdapter in WDDM occurs when the watchdog callout is hit by win32k.

For ReactOS we need to implement both the call that triggers Vista watchdog so it can be used on ReactOS and a custom IOCTRL we'll use until watchdog is entirely implemented.
