Broken file operations when using folder starting by "..."

• Create a folder named "...xx" in "C:\Documents and Settings\Administrator" as in CORE-20128

• Copy (drag'n'drop) a file from desktop to this folder
• "Documents and Settings.xx" file gets created in C:\ with the content of the dropped file.

Similarly, attempting to create a folder in this "..xx" folder fails

Attempting to customize this folder's icon leads to
