Implement missing API calls for latest Steam version

    Description

      TryAcquireSRWLockExclusive and SHGetKnownFolderPath (tracked in CORE-15060) API calls are required by latest Steam version after installing from the website.

      This has been tested with NT6+ compiled build of ReactOS and I will probably try to work on this.
