Impossible to logon on release build after setting language for non-Unicode programs

Tested build: reactos-bootcd-0.4.16-dev-1253-gfbd676f-x86-gcc-lin-rel

Regressed in this range:

0.4.15-dev-5297-gb1854d7-x86-gcc-lin-rel - problem reproduced
0.4.15-dev-5287-g4615c82-x86-gcc-lin-rel - no problem

Steps to reproduce:

• Download a release bootcd and install it normally
• On 2nd stage setup, in Regional Options / Advanced - set Croatian as language for non-Unicode programs
• On 3rd stage it will not be possible to perform logon
• Does not happen on a debug build
