(REGRESSION) [TCPIP] Realtek RTL8187SE (MS-6894) fails to connect and open properties.

    Description

      ReactOS guilty version: bootcd-0.4.16-dev-1151-g3842b59 - https://github.com/reactos/reactos/commit/3842b59f75e0793188fc94fb2c670930a04d7fbe by Eric Kohl ekohl.
      Arch: x86-gcc-lin-dbg (didn't tested it, but surely it's suffered by every single arch)

      Description of the bug: ReactOS is unable to setup the WLAN driver that is supposed to, and did in the past. It affects, at least, Realtek RTL8187SE (MS-6894), and it's driver https://download.msi.com/archive/nb/dvr_exe/wl/wl_6894_6.9100.0521.2009_vx32.zip
      The driver is not responding, if you click it in the driver, no "Network configuration" window is opened and search with wlanconf -s the near wifi, but can't connect.
