Netbios name truncated in system dialog (1st letter only) with default name

Looking at CORE-19205 screenshot it is a REGRESSION

• System Properties
• Computer Name > Modify > More
• Shows "R" as Netbios name
• hostname command shows "ROShost"
• Correct value should be the one from registry here : as per https://git.reactos.org/?p=reactos.git;a=blob;f=dll/win32/netid/netid.c#l142
• Guilty code is around : https://git.reactos.org/?p=reactos.git;a=blob;f=dll/win32/netid/netid.c#l244
• Manually forcing a new computer name using System Properties make it work with new name:
