File/Edit/etc keyboard actions not working in file explorer

    Description

      Reactos 0.4.16-x86-dev

      tested on qemu vm and hardware (dell inspiron 8600)

      if i press "alt-...", no corrosponding menu drops down, nor is anything reported in the debug log
