REGRESSION: Built-in themes are broken

    Description

      As visible in the image, themes are basically completely broken, the titlebars and other lines and spacing are broken/ missing, and in the taskbar both the text and background are white for some reason.

      Tested with reactos-bootcd-0.4.16-dev-2027-gd39657c-x86-gcc-lin-dbg

      Last known working ISO: reactos-bootcd-0.4.16-dev-1936-g17419ab-x86-gcc-lin-dbg

      So the guilty commit must have been commited in December.
