Installing GPU drivers from browse dialog in device manager causes a deadlock

Attached to the ticket is the .inf i used to install and the log from starting the browse dialog. IT always on the first attempt results in a deadlock shown in the log
The reproduction is fairly simply
The first time you navigate to update the driver from the browse dialog it always deadlocks in the same way and fails.
Then the second time you attempt to do so it succeeds. this started happening during 0.4.15.
