[REGRESSION] ReactOS setup wizard fails to download Wine Gecko package with connection error during ReactOS setup wizard despite having active connection

ReactOS Version: 0.4.16-x86-dev Build 20260206-0.4.16-dev-2255-g4f15235.GNU_8.4.0 Reporting NT 5.2 (Build 3790: Service Pack 2)
Environment: - Host: Linux Mint (Intel i5, 16GB RAM)
Environment: - Guest (ReactOS): Intel i5, 4096MB RAM (MBR,VBR and FAT filesystem)
VM: Oracle VirtualBox 7.2.6 (ReactOS as "Other/Unknown")
Network Adapter: NAT "PCnet-FAST III (Am79C973)"
Summary of Issue: A regression in the "Finishing the Installation" stage of Setup Stage 2 where the Wine Gecko package fails to download despite a verified internet connection.
Steps to Reproduce:

Start a clean installation of the ReactOS using "reactos-bootcd-0.4.16-dev-2255-g4f15235-x86-gcc-lin-rel.iso"
Reach the final setup screen ("Please wait while Setup completes the final steps").
When the prompt appears ("ReactOS could not find a Wine Gecko package which is needed for applications embedding HTML to work correctly. ReactOS can automatically download and install it for you."), click Install.

Expected Result: The system should automatically download and install the Gecko package to allow HTML embedding from ReactOS/Wine server.

Actual Result: An error popup appears stating: "Falha ao carregar o pacote Gecko. Verifique a ligação à Internet. O setup irá continuar sem instalar o Gecko." (Failed to load Gecko package. Check your internet connection. Setup will continue without installing Gecko).

Logical Network Verification (Proof of Connection):
ICMP Check: ping 1.1.1.1 in CMD is successful with 0% packet loss.
HTTP Redirect Check: In Wine Internet Explorer, navigating to "lite.duckduckgo.com" results in a successful redirect to "lite.duckduckgo.com/lite". This confirms that DNS resolution and HTTP request/response cycles are working, proving the internet is active despite the installer error.
Regression: This installation step functioned correctly in version 0.4.15.
