Videoprt driver does not set service video keys

    Description

      After installing an ATI graphics driver and rebooting, I am getting this error in the debug log.

      ```
      (win32ss/gdi/eng/device.c:83) err: Could not open \REGISTRY\Machine\System\CONTROLSET001\SERVICES\ATI2MTAG\Video registry key: 0xc0000034
      ```

      The Service keys should be set in the Videoprt driver.

      I will have an MR in for this with the fix shortly.
