SetSystemVisualStyle doesn't apply system metrics properly and fails to repaint open windows

ReactOS heavily depends on desk.cpl for changing visual styles, and a lot of UXTHEME-related logics are defined there instead of inside UXTHEME.

We probably need an APITEST to verify all theme properties are applied and we did receive a theme change notification, too.
