      While retesting CORE-19443

      • Open Rapps
      • Go to "Color Waves 4K Wallpapers"
      • Leave "F5" pressed for several seconds
      • unable to display image until reboot (restarting RAPPS does not solve, but rebooting does), due to ERROR_INTERNET_CANNOT_CONNECT
      • Log show

      err:(dll/win32/wininet/http.c:4864) create_netconn failed: 12029
