Buildbot MSVC x86 debug builds fail in Hyper-V Gen1 VM

      It only affects Buildbot msvc x86 builds - github ci builds works.
      The failure screen from buildbot and the success screen from github are is attached - debugger is unresponsive and no log lines are printed.
      Buildbot uses old version of vs2019, tried with updated vs2019 and it works.
      Bindiff of ntoskrnl is needed to figure out where it fails.
