ShellExecute() doesn't support extended functionality for shortcuts

    Description

      If an executable is executed via a shortcut, on windows the dwFlags member of the startupinfo has an additional flag 0x800 (see http://www.catch22.net/tuts/undoc01.asp) and the lpTitle member get initialized with the full path name of the shortcut instead of the executable. This does not work in wine shell32.
