Globalize the ReactOS target version

Created an attachment (id=2011)
the patch

Globalize the _WIN32_WINNT , _WIN32_WINDOWS , _WIN32_IE and WINVER defines.

That way the code base can be compiled to match a specific NT API version and not a mix of them like now where some modules define their own particual target version.

note: This patch will require some header FIXES to compile but worth the effort!
