Time zone update

Proposed patch:

• applies time zone changes from http://support.microsoft.com/?id=933360
• adds these missing time zone entries: (GMT-07:00) Chihuahua, La Paz, Mazatlan; (GMT-06:00) Central America; (GMT-04:00) Santiago; (GMT-03:00) Greenland; (GMT-01:00) Cape Verde Is.; (GMT+03:00) Baghdad; (GMT+05:30) Sri Jayawardenepura; (GMT+05:45) Kathmandu; (GMT+06:30) Yangon (Rangoon); (GMT+06:00) Almaty, Novosibirsk; (GMT+07:00) Krasnoyarsk; (GMT+08:00) Irkutsk, Ulaan Bataar
• corrects duplicated or incorrect names
• fixes IndexMapping. Now time zone should be auto selected correctly for all locales.

I am adding 2 patches: one for reference with unsorted IndexMapping, so you could easily see what I changed, and the real one with sorted IndexMapping.
